Estos avisos deberán cumplir con dos procedimientos separados pero relacionados requisitos

SOLICITUD DE LIBERACIÓN DE FONDOS
El 5 de octubre de 2022 o alrededor de dicha fecha, laciudad de Strawn presentará una
solicitud al Departamento de Agricultura de Texas para la liberación de fondos del Programa de
Subsidios en Bloque para el Desarrollo Comunitario en virtud de la Sección 104 del Título I de
la Ley de Vivienda y Comunidad. Ley de Desarrollo de 1974, según enmendada, para
emprender un proyecto conocido como Strawn CDV21-0174-water-EA con el propósito de

Rehabilitar un (1) sistema SCADA e instalar aproximadamente mil cincuenta y cinco pies

CERTIFICACIÓN AMBIENTAL
La Ciudad de Strawn certifica al Estado de Texas que Omer Mallory, en su calidad de Alcalde,

REQUEST FOR RELEASE OF FUNDS
On or about 10/5/2022, the City of Strawn will submit a request to the Texas Department of
Agriculture for the release of Community Development Block Grant Program funds under
Section 104 of Title I of the Housing and Community Development Act of 1974, as amended, to
undertake a project known as Strawn CDV21-0174-water-EA for the purpose of replacing aged
and deteriorated water lines and make improvements to the WTP to prevent service disruptions
and low pressure for an estimated cost of $350,000.00 in HUD funds and $17,500.00 in nonHUD funds.
Description of Aggregated Project (must include work to be funded by TxCDBG):
Water Improvements
Rehabilitate one (1) SCADA system and install approximately one thousand fifty-five linear feet
(1,055 l.f.) of eight-inch (8 in.) water main, hydrants, valves, related service reconnections and
all associated appurtenances.
Professional Services including Grant Administrator and Project Engineer activities.

All work will occur in the City of Strawn, Palo Pinto County, Texas in the following locations:

Reconstruct and install approximately eight hundred eighty linear feet (880 l.f.) of concrete sidewalk, eight hundred fifty linear feet (850 l.f.) of curb and gutter, nine (9) ADA ramps, install twelve (12) pedestrian lights and electrical components, pavement repair, related pavement repair, and all associated appurtenances.

All work will occur in the City of Strawn, Palo Pinto County, Texas in the following locations:
- Central Avenue from N. Front St. to approximately 150 LF north of Housley St.
- Housley St. from 150 feet west of Central Ave. to 150 feet east of Central Ave.
Alternative project activities if funds allow:
Reconstruction of three hundred twenty linear feet (320 l.f.) of concrete sidewalks, installation of two (2) ADA ramps, and four (4) pedestrian lights. .
Location:
- Central Avenue from Housley St. south approximately 170 LF.
- 170 LF concrete sidewalk, 1 ADA ramp, 2 pedestrian lights.
- N. Front St. from Central Ave. east approximately 150 LF.
- 150 LF concrete sidewalk, 1 ADA ramp, 2 pedestrian lights.
FINDING OF NO SIGNIFICANT IMPACT
The City of Strawn has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. ENVIRONMENTAL CERTIFICATION
The City of Strawn certifies to the State of Texas that Omer Mallory in their capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Strawn to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The State will accept objections to its release of fund and the City of Strawn’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Strawn (b) the City of Strawn has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58;
(c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
